Self-Employment Benefit (SEB) Program Criteria!

Find Out What You Need To In Order To Qualify:

To qualify for the program, you MUST meet the following conditions

You must be a resident of the Boundary area & be legally entitled to work in Canada.

You must be unemployed and in receipt of regular EI or have had an EI claim in the past 3 years or 5 years for parental claim (with restrictions).

  • Parental claims - you cannot have a job to return to.
  • Sick claims - must be converted to a regular claim & you cannot have a job to return to.

Overpaid EI claims will not qualify you until the overpaid claim is settled.

You cannot have an existing business.

You must be referred to the Program by an Employment Services Counsellor.

You must have a minimum personal investment (cash and/or assets in lieu of cash) in the business (25% of the income support).

You must address any issues of indebtedness to the Government of Canada/Province of British Columbia.

Your new business must be “new to you,” no prior ownership.

You must reside in and operate your proposed business in the Boundary.

You must have controlling interest in the business.

You must commit to devoting a minimum of 35 hours per week to the business.

Your business income cannot be solely based on commissioned sales.

Consignment sales are limited to 25% of your sales projections.

There will be a claw-back of 30% of benefit payments if your net income exceeds $54,000.

You must reside in and operate your proposed business in the Boundary.

You must be approved for Program funding and have signed a SEB contract with Community Futures Boundary before the business can be started and/or ownership legally transferred.

  • Applicants cannot start their business, advertise, or in any way be perceived to be in business until such time as the above criteria is met.
  • Should you start your business prior to approval, you risk disqualifying yourself from your EI Benefits and eligibility for the SEB Program.

You must have not had previous participation in the SEB program in the past 5 years.

If you have been self-employed or had strong involvement with the business sector within the last 5 years and proof the business expertise and coaching of Community Futures Boundary would likely not be required, an individual may not be selected for the SEB Program.

Your business must be suitable for public funding (cannot exploit sex, religion, or politics).

You must complete an Environmental Impact questionnaire and if necessary an Environmental Impact Assessment.

Program application and Skills Assessment documents must be fully completed and submitted.

You must comply to Submission deadlines.

  • Clients must work full-time (minimum of 35 hours per week) in their venture.
  • The SEB Coordinator will visit your business to assure compliance with program guidelines.
  • Eligibility for Payment and Monthly business reports are required from ALL SEB clients as directed by the Program contract.
